Born 1927 in Lometa, Texas.

A longtime, San Antonio based, Texas painter. He studied at the Schreiner Institute in Kerrville, at Trinity University, and in Chicago at the Academy of Art. He has taught many workshops and a painting class at the Jewish Community Center in San Antonio and past President of the San Antonio Watercolor Society. He held one-man shows at Witte, St. Mary’s University, etc. McDougal has been a member of the San Antonio Art League of which in 1978, he was voted Artist of the Year, and his work is in the permanent collection of that city's McNay Art Museum.
